
EU Tightens Listeria Regulations for Ready-to-Eat (RTE) Foods: What Food Producers Need to Know

To address growing concerns over Listeria monocytogenes in ready-to-eat (RTE) foods, the European Commission has introduced a major update: Regulation (EU) 2024/2895. This regulation amends the long-standing Regulation (EC) No 2073/2005 on microbiological criteria for foodstuffs and sets stricter requirements for Listeria control across the entire food supply chain.
Coming into force on July 1, 2026, the new EU regulation on Listeria in RTE foods introduces key changes that food business operators must prepare for now:
1. Tighter Microbiological Limits for Listeria
For RTE foods that support the growth of Listeria monocytogenes, the presence of the pathogen must be non-detectable (0 cfu/25g) at any time during the product's shelf life—unless the food business can scientifically validate that the level will stay under 100 cfu/g throughout shelf life.
This new threshold will especially affect cold-stored, high-moisture foods, which are more prone to Listeria growth.
2. Expanded Legal Responsibility Across the Food Chain
Under Regulation 2024/2895, the duty to control Listeria no longer rests solely with food manufacturers. Now, distributors, transporters, and retailers are also accountable. Every player must ensure that their handling practices maintain microbiological safety right up to the point of consumption.
3. Stronger Monitoring and Rapid Corrective Actions
Food business operators are required to perform routine environmental and product testing, keep comprehensive records, and act swiftly when Listeria monocytogenes is detected. This marks a shift toward ongoing monitoring rather than relying solely on end-product testing.
